We hold that the decision to impose consecutive
indeterminate sentences is governed by the criteria relevant to
rehabilitation identified in State v. Carroll, 66 N.J. 558, 561-
62 (1975), not the criteria relevant to deserved punishment
developed in State v. Yarbough, 100 N.J. 627 (1985).
